The Eastern Civic Amenity Site Opening Times & Update Information

 

Please note opening times for the site:

 

Monday to Saturday 

08:00 – 18:00 (last entry 17:45)

 

Sunday 

08:00 – 16:00 (last entry 15:45)

 

Note that there will not be any changes made to the opening times during what was to be the T.T. fortnight. 

 

Note that although the vehicle height restrictions remain in place, cars with trailers are now permitted on site at all times.

 

Building Waste – the skips for building waste are now be back in operation.

 

Note that the existing restrictions in terms of number of bags in any visit still remain. A reminder of the limit for rubble and inert waste being brought in is: six rubble bags (or equivalent quantity) per person per week or 12 bags in a month.

 

We can also confirm that the household recycling bring banks – glass / cans / paper / plastics / textiles / cardboard will also be back in operation.

 

This does not include the re-use area which is currently still suspended.

 

 Restrictions will be in place regarding the number of vehicles allowed on site at any time.  

 

The existing height barrier restriction will remain in place for large vans and  trailers entry for these vehicles is permitted on Sunday, Monday and Wednesday afternoons. NOTE this will be from 2.00 pm

 

The following waste types are now being accepted.

 

  • General Household waste
  • Green Garden waste.
  • Scrap Metal 
  • Builders waste as detailed above
  • Bring Banks Recycling 
  • Fridges/freezers
  • Televisions
  • PC monitprs
  • Laptops

 

There is now the facility for disposing of fridges, freezers, TV’s, monitors although the re-use area will remain closed.

 

Unfortunately, we will not be able to assist with unloading of vehicles during this period, so consider bringing someone from your household to assist with unloading where applicable.

  

We would also ask those visiting the site to support the staff while vehicle numbers are restricted and to be patient should queues build up. These are extraordinary times that require extraordinary measures and it’s up to everyone to play their part if we are to return gradually to a more “normal” way of life.  We would also like to thank the public for their cooperation and understanding during the closure

 

As a final note, we would remind you that no person who is currently self-isolating, symptomatic or has tested positive for COVID 19 should not attend the site.

The centre is particularly useful for bulky items such as televisions or washing machines, excess household waste or any waste deemed unacceptable as domestic waste.

 

 

Accepted materials at the centre include: televisions, computer monitors, fluorescent light tubes, lead acid batteries, dry cell batteries, scrap metal, garden waste, aluminium, paper, clothing and dirty engine oil.

 

The site is now able to accept the new IOM Creamery milk cartons; working with IOM Creamery and Mann Waste Recycling, there will be a dedicated recycle bin for the cartons to be deposited into. Note that the carton must be rinsed out and folded with the bottle top left on. As this recycle scheme is not part of the Douglas Council kerbside service, the milk cartons cannot be placed in the blue recycle boxes that you may have at home and must be brought to the site. 

 

On-site payment must be by debit card only. Cash will not be accepted. Alternatively customers may pay in advance at the Finance counter where they will be issued with a receipt which must be produced at the site before the disposal service can be provided.

 

The Eastern civic amenity site joint committee, which operates the centre, applies rules to deter the depositing of commercial waste and ensure that the site is well managed and easy to use for domestic users. 

 

The rules set out: 

 

  • A limit to the amount of rubble and inert waste being brought in to six rubble bags (or   equivalent quantity) per person per week or 12 bags in a month;
  • A height limit of 2.2 metres on vehicles entering the site;
  • A limit to the time any individual may remain in the re-use area and for vehicles to be parked on site to 15 minutes in any one day; and:
  • Protection for users and staff on the site from abusive or threatening behaviour. 

 

Anyone breaching the rules will first be warned that they are in breach, and if they persist they may be barred from using the Site. The staff of the contractor operating the site have the full authority of the committee to do so.

 

Domestic users may use the centre to recycle:

 

• Scrap metal (ferrous and non-ferrous);

• Green waste;

• Cardboard;

• Clothing;

• Paper;

• Plastic bottles;

• Glass bottles;

• Cans.

• Hardcore from DIY activities (in limited quantities);

• Car batteries;

• Household batteries;

• Fluorescent tubes and lamps;

• Engine oil

• Fridges and freezers (charges apply);

• TV’s and PC monitors (charges apply);

• Small electrical appliances;

• General household waste for the Energy from Waste Plant

 

Disposal charges:

 

• Under counter fridge up to 50kg - £15.00;

• Chest fridge/freezer up to 100kg - £27.00;

• American style fridge 150kg+ - £50.00;

• PC monitors £6.00;

• Television set £14.00;

• Laptop £6.00;

 

 

Additionally the 2.2m height restriction barrier is to be removed Mondays, Wednesdays and Sundays from 2.00pm to close.

 

The Eastern district civic amenity site joint committee is a joint committee of all the local authorities for Douglas, Onchan, Braddan, Laxey , Lonan and Santon.  

 

The operator of the centre, under contract to the committee, is Douglas Borough Council. 

 

 

 

 


 

Frequently Asked Questions

When is the centre open?

Between April 1st and September 30th, the centre is open Monday to Saturday from 08:00-18:45 and from 08:00-15:45 on Sundays and bank holidays. Between October 1st and March 31st, the site is open from 08:00-15:45 all week. Please note: Senior Race Day opening hours are 08:00 -16:00. 

 

Please note: Last entry 15 minutes before published closing time.

Are there any days when the centre is closed?

The site is closed on New Year’s Day, Good Friday, Tynwald Day, Christmas Day and Boxing Day.

 

I don’t live in the Douglas area, can I still use the centre?

Yes. 

 

How can i pay to dispose of Chargeable goods?

 

Cash and cheques will not be accepted at the site.

Only payments by debit card can be made at the site. Cash payments can be made in advance at the council's payments desk at the Town Hall and a receipt will be issued to confirm payment has been received prior to bringing chargeable items to the site. The receipt will need to be produced to deposit a fridge, freezer, TV, or Computer monitor at the Civic Amenity Site

 

Is there a home collection service available?

A home collection service is available but is chargeable. Details and quotations can be obtained by telephoning  the Town Hall on 696445.
